The European Union’s foreign policy is a rapidly evolving but still nascent and fragmented area with most policies deriving from ad hoc decisions. It encompasses the European Union’s external trade policy, development policy as well as the Common Foreign and Security Policy (CSFP) and is complemented by the Member States’ national foreign policies. Yet, as the European Union (EU) sets out to become a comprehensive global actor, the study wants to focus on the foreign policy made towards the People’s Republic of China - a declared ‘strategic partner’ of the European Union and an ever more important player on the world scene. European foreign policy (EFP) towards China exceeds the traditional application of European foreign and security policy so far: China is neither an enlargement aspirant, nor a neighbourhood policy target or a failing state to which the European Union would deploy troops as part of an international crisis mission. This study aims to analyse the actors and factors that influence and shape European foreign and security policy towards China. Perceiving decisions as the ‘building blocks for policy’, the study thereby focuses on the process of decision-making in European foreign and security policy-making. The study aims to address the question when the decision-making process results in a common position (decision) and when a common position could not be adopted (non-decision). Furthermore, the analysis aims to trace the process in order to find out which actors and factors exerted the greatest influence on decision-making in EU foreign policy towards China. The analytical model for this single case study is rooted in rational choice based multi-level approaches, taking into consideration the policy making process on both levels, the national and the European level. Two sub-cases will be selected from the four areas of interaction between the European Union and China – trade, security, development aid, cooperation in international organisations –in order to analyse the pushes and pulls that shape the EU foreign policy decision-making process and outcomes and hence the EU foreign and security policy towards the People’s Republic of China.
