The growing importance of the European Union’s (EU) approach to security and military affairs also empha-sizes the relevance and need for an overarching European strategy informing and coordinating the different policies. Without this, the policies not only tend to be inefficient but may also lead to counterproductive out-comes with respect to the Union’s security objectives. Neither the “European Security Strategy” (ESS) nor the European Security and Defence Policy (ESDP) dis-play a strategic approach comparable to that which nation states employ. However within the policies, which govern the means and use of force – military crisis management, armaments cooperation and arms control – the EU has developed an impressive body of policies, institutions and practices. This project will evaluate, using two case studies, to what degree these EU “policies of force” can be deemed a part of a European Security and Military Strategy by assessing their degree of Europeanization and coherence. Based on these findings, policy recommendations will be developed to address potential consequences resulting from EU policies.
