Project
ESDP and European Space Policy
Both the European Security and Defence Policy (ESDP) and the upcoming European Space Policy (ESP) reflect a progressing European integration process. The introduction of space assets for ESDP purposes poses a new dimension to the political process in two respects. On the one hand it brings European foreign policy to a new global sphere (outer space) and on the other hand, it opens a field which has been handled so far by national member states or the civilian-oriented ESA (European Space Agency) only.
The purpose of the proposed research project is to study which progress has been made by the time by integrating ESDP elements in the ESP with respect to the broader concepts of security policy and arms control by analysing relevant technologies, programs, doctrines and budgets in the EU and its member states. Finally its objective is to give first recommendations on future technical, political and arms control initiatives to the EU and its member states, respectively, in regard to a connection between ESDP and ESP reconceiving concepts of international security or Europe as a civil power.
